A bill cleared the California Assembly this week that would force prison officials to consider a criminal's entire history -- not just their most recent offense -- when making decisions about parole or early release into the community.
AB1408 would also trigger an automatic revocation hearing if the person released under supervision violated the terms of their release or the law three times.
The bill was introduced after the murder of Whittier Police Officer Keith Boyer.
The gang member charged with killing Boyer was categorized as a low risk offender and amassed five violations in between the time he was released from prison and when Boyer was shot.
